Texas Bills to Watch: HB 23, relating to participation in athletic activities based on biological sex

Would you have ever believed that we might need a law for this? But this is where we are.

HB 23 by Representative Valoree Swanson dictates that only biological females can participate in female sports. A biological female may participate in a biological male sport IF there is no biological female sport available to participate in. There is cause of action for any individual or school district that violates this act.

Swanson commented, “Unfortunately if HB 1102 (the Rosenthal bill allowing changes of gender and name to vital documents) were to pass, it could undo much of the progress of this session’s HB 23 and last session's HB 25.”

While we may be quick to complain about legislators that push onerous bills upon us, we should also consider encouraging those who listen to us.

We encourage you to reach out to your Representative and Senator with your expectations for this Legislative Session. 

Visit the State Legislators Progress Report to view the bills filed by your Representative and Senator.  If they have not filed a bill that addresses gender modification of children, call or email their office and encourage them to do so, or to co-author other legislation addressing the Republican Party of Texas Legislative Priorities.
