Montgomery County Republican Party Mediation Summary

The Montgomery County Republican Party participated in mediation on Sept. 30, led by Republican Party of Texas Chairman Matt Rinaldi and State Republican Executive Committee Member Matthew Patrick.

After mediation, participants were sworn to confidentiality, but Chairman Bryan Christ sent an Oct. 6 email to Montgomery County Republican Party Precinct Chairs outlining his summary of the proceedings.
A confidential memorandum was written by Patrick and presented to the Republican Party of Texas Officials Committee on Nov. 18. The memo has subsequently been released.
Several points in Chairman Christ’s email conflict with Patrick’s memo summarizing the mediation as presented to the Officials Committee.
Notably, Patrick’s memo attributes division in the Montgomery County Republican Party to a “failure of leadership by Chair Christ.” He explains that County Executive Committees frequently experience factions and/or disputes, and it is the Chairman’s job to find a path through those disputes that work for both sides.
He further states that Chairman Christ “seemed uninterested in solving the problem” and that the group representing the majority of Precinct Chairs was “more inclined to make concessions and more desirous of bringing the county party back together.”

The mediation was pursuant to the Republican Party of Texas Rules, Section 8m, which deals with disputes between County Chairmen and County Executive Committees:
SREC Officials Committee Mediation of Disputes – County Chairmen or County Executive Committees may elect to submit disputes between them to the SREC Officials Committee for mediation in lieu of litigation. The SREC Officials Committee may elect to accept or decline the role of mediator on a case-by-case basis. (Republican Party of Texas Rule 8m)
Chairman Rinaldi offered to chair the Oct. 17 County Executive Committee meeting to ensure that it was conducted impartially, but this was refused by Chairman Christ.
Across the state, more than 40 counties are experiencing similar disputes within the local Republican Party as new grassroots Precinct Chairs seek to make their voices heard. These disputes are a microcosm of problems facing the nation. Everyday Americans are being forced to choose between standing up for the rules or looking the other way in the name of “unity.” Their response will determine whether America will be saved, one county at a time.
